Most of the government wasn't convinced, and certainly the military wasn't. The White House used a private contractor, and that contractor acted outside the United States, where there were questions about U.S. court jurisdiction. That episode was a serious black mark against the United States, and left some deeply concerning loopholes for future action, but it wouldn't cover what we're talking about here.

Only 28% of those polled answered that the border wall should be an immediate priority, while 19% replied it shouldn’t be an immediate priority, and 50% said it shouldn’t be a priority at all.

He does not care if any wall works. His most memorable policy idea has always been building a wall. Trump knows that if he doesn't get some wall in the process of being built by 2020, it'll loom over his reelection campaign as a major failed promise. He understandably does not want that and sees this as a fight for his political life.

The thing he doesn't seem to realize though is that there comes a point where fueling a shutdown for the wall will look more like a vanity project than a stand for America's interests. And that point is either imminent or has already passed.
