I have to very fair here, but 2006 was more than 10 years ago. In-between this period, a Tsunami, and a nuclear power plant outbreak has happened. Who knows what has happened to these people, as well on whether or not there was an increase or decrease in reliance over whale meat.

A more recent poll suggests about 14% eat it on occasion, for what it's worth.

You’d be mistaken at how isolated some of these villages are, my village was privileged to at least have a small dirt road connecting it to the highway, a lot of these places have nothing but a small airstrip, or no roads at all (accessed only by sea or offroad vehicles)

I lived in Iceland in the mid-1980s; north of Reykjavik, within a short drive of the whaling station on the appropriately named Hvalfjörður. At the time the whaling stations were inoperative, though you could still buy postcards - no doubt appealing to some - of people flensing whales.
I can say with some confidence that no one in mid-80s Iceland 'needed' to eat whale, or even particularly wanted to as far as I could tell. Cod, yes; God we ate lots of cod. But whale, no.
And since the only whaling stations are (I think) on Hvalfjörður, I'm not sure how this is supposed to help your average rural Icelander; these days most of the meat for local consumption seems to be going to hipster whale kebab shops in Reykjavik.
Anyway, the argument that whale meat is a necessary survival food for hard-pressed rural Icelandic communities who don't even have access to a whaling station is silly; saltfiskur and harðfiskur would usually play that role. Though I do understand why people might prefer whale over, say, hákarl.
