If someone is not willing to practice the most basic cultural norm in the host society, then they are likely not going to integrate particularly well into said society, regardless of cultural background. Emigrants should o show a basic desire to integrate on a most basic level, else they likely won't fit well in greater society. If I were emigrating to a Muslim country, I would fully expect to be asked and required to adopt norms that I may find disagreeable, however given it would be my choise to try to emigrate it is my responsibility to respect basic local norms.
