Most likely because believe it or not, Fascism isn't Nazism (although many self-declared fascists often seem to conveniently forget that).
It does have some decent aspects, but I'd be more content surgically removing them out of fascism to add to my own ideology instead of full-on adopt fascism.

Everyone likes to say that rights should come with responsibilities but I rarely hear actual suggestions for how to implement such.
Robert Heinlein's Starship Troopers novel is the closest thing I've heard of while maintaining something resembling meritocracy, democracy, and arguably egalitarianism, yet everyone simply labels it as Fascistic.
Heinlein was very much anti-communist (which took the form of the Arachnids) but he certainly wasn't any typical 'fascist'.

I blame the movie adaption for that. It was clearly a piece of satire, trumped up to make it look extremely fascist
