It's just people not buying stuff with money they don't have. If I go to Starbucks and order a coffee, and the person says my total is twenty six-dollars and forty-two cents. If I don't have the money to pay them, and they in turn don't give me my beverage, they aren't "punishing" me.

The landlord should go without money instead, because it's instead his fault his tenant is furloughed?
