It's worth note there is, as I understand, a narrow path here. A departing house and incoming senate could pass a bill in this fashion.

However, the bills must be completely identical. Not even a single word can change, of the bill goes back to the house to pass again. Reconciliation is not a path here, as they would have to reconcile with the new house.

I never said anything about it being high quality, but meth labs are a dime a dozen. Whilst most isn't bought online it's very easy to get fentanyl in about 5 minutes with the power of the internet and that's only going to become more common. A wall is a piss poor way of stopping drug usage.
