It's worth note there is, as I understand, a narrow path here. A departing house and incoming senate could pass a bill in this fashion.

However, the bills must be completely identical. Not even a single word can change, of the bill goes back to the house to pass again. Reconciliation is not a path here, as they would have to reconcile with the new house.

That’s not how congress works dude. All unpassed legislation in each session remains unpassed. The new senate won’t be able to vote on that legislation.

I get your point but at the same time it's nonsensical. All of Mexico could move to the US and the white Americans (which is the only group you're concerned about) would still be the most numerous.
