Your example entirely depends on context. The only thing you can infer from your sentence is that someone wants solar and fusion power, and that fusion power is apparently harder to achieve.

"I want to increase sales taxes and even impose a 70% tax on the wealthiest Americans" does not indicate any preference between the two, other than that the second one is apparently viewed as more outlandish than the first one.

I've no issue with Trump's 5G tweet but he doesn't do anything unless prompted and I wonder what prompted him on this. Personally I think it's nothing to do with the technology but a prelude to his China deal. Currently it's assumed Huawei is ahead on 5G and clearly he's pre-empting the fact he doesn't want to place restrictions on Huawei given he says he wants open competition.

I suspect it's mostly to appease his base for what will be a relatively limited trade deal with China.

He's a populist in his words, but not in his actions. He hasn't done even one damn thing to improve the lives of the disillusioned white people who helped elect him. He hasn't given them health care, he hasn't raised their wages, and in fact he has taken money from their pockets to give it to the ruling class.

You know why Trump focuses on so much on immigration? So he can trick Americans with no upward mobility into thinking they have something. You can't afford to go to the doctor, you will never get out of debt, your town is still economically stagnant and afflicted by opioid dependency, but you're an American, and that makes you wealthy. And you won't have to share the wealth of your citizenship with foreigners, because I'm going to build a wall. He's tricked people into thinking they're not being screwed over by the rich by selling them their own nationality and promising that outsiders will never get their hands on it.

And as for the swamp... What is the swamp if not Goldman Sachs, if not the military industrial complex, if not the Saudi aristocrats who leech American taxpayers' money? The great irony is that Trump serves the same masters Hillary would have served if she won.

Populism is an ideology, but the content of populist ideology varies depending on the place and time. In present day America, a populist platform would include such things as legalizing cannabis, leaving Afghanistan, Medicare for All, and raising taxes on the ultra-rich. These are things a strong majority of Americans support. Populism is to appeal to people by promising to do the things they want done.

Further, a real populist would not do the bidding of the elites that a great majority of Americans hold in contempt.

These are quite literally mutually exclusive positions to hold.

It can't be an ideology (which almost by definition is self-consistent over time) and vary depending on the place and time.

A Marxist from 1920 would agree with a Marxist from 2019, so Marxism is an ideology. A Populist from 1920 and a Populist from 2019 would probably disagree, but they would have similar talking points and sound practically the same.
