...except they all did, directly or implicitly. A major reason for the tension of the 1980s was that, beyond the overall military buildup, both sides were deploying new short range missiles that threatened to tip the balance. With an ICBM, you've got about 30 minutes from launch to impact to respond. With short range, at least back then, you had 5 to 15 minutes, which meant NATO or the East Bloc had the opportunity, if they could get the drop, to deal significant damage to the other. Such threatened MAD, and these new Russian missiles threaten the same in many respects, which is why D.C. is going so hard about them.
