The people losing the paychecks (temporarily. They get their back-pay when the government is restarted) are non-essential personnel. There should be no non-essential personnel or non-essential government functions in the firs place.

I wouldn’t call ATC non-essential.
And yes even essential government employees like the TSA, ATC, Coast Gaurd, and others do not get paid during a shutdown. They hope that they will get backpay.

Most ATC'ers are paid by through the states, or by private airports. ATC in this case would most certainly only mean federal ATC'ers on military bases.
