Right now he is being mean by depriving people of paychecks and shutting down important parts of the government over his stupid wall.

If it goes on for a extended period you could have a ATC strike and Trump is not prepared to deal with the catastrophe that would be.

The key difference being that one person, being the President, is currently relevant to the current policy while the other person, currently not the President, is not currently relevent to current policy.

With an unstable world market, a Federal government acting like petulent chidlren, idiotic financial policy on piling on top of idiotic financial policy, and a US economy propped up more by absurd optimism and good feelings, we are facing one hell of a wild ride.
