I've personally got a liking for King Penda of Mercia, who was the last pagan warrior-king of th Anglo Saxons and responsible for establishing Mercian dominance over the Anglo0Saxon Heptarch. Penda's hegemony included both Anglo-Saxon and British leaders, pagans and Christians and was suprisingly tolerant for the era.

Personally I always kind of liked Henry II but as the greatest he likely doesn't cut it. Maybe if he had hugged his sons more so they didn't grow up wanting to spend all thier time fighting him and each other and leaving John as last man standing...

I have a soft spot for John, the Wash! To paraphrase an old Dorset joke.

Oddly I could almost make a case for James II if only as the greatest example of how to turn everybody who matters against you.

Exactly. This is the real reason the Church of England broke with Rome. The pope had granted Henry permission to marry his brother's wife, even though it was against the Bible. The Protestant reformer Thomas Cranmer objected to the pope's action and considered the king's marriage invalid.
