I work for a government entity and it works damn well harder and better then I've ever seen private parks run.
The only thing governmentwise I miss about Zimbabwe were the hospitals. Didn't receive any money but still ran better then American hospitals I've been to.

What gives is that we have 325 million people we would have to provide universal healthcare for, which in case you don’t know requires money.
For reference, European populations are usually around 80 million or less.
Russia’s is 144 million-ish.

That doesn't really jive, given you've got the extra economy to make up for it. From my googling, your GDP is greater than the EU itself.

Even with healthcare costs covered, you're looking at a lengthy period of rehabilitation, and I'm hazarding a guess that a nation with such shockingly low standards of healthcare would also lack the support needed for her to re-enter society.
The money's better spent on bribing officials, infrastructure for the dissemination of propaganda and arming the people.
