At risk of sounding like a hypocrite (I tout civil liberties as a sacrosanct thing), I personally would have zero qualms with French, German, Belgian etc etc, whatever intelligence agency it is for any given country, interviewing and keeping tabs on these guys to assess the risk of whether or not they are even remotely likely to carry out a terrorist attack.

Obviously, it wouldn't prevent every attack, it probably wouldn't even prevent a quarter of them. But to have even the slightest levels of mitigating tactics on that particular front could potentially save lives in the future.
