It really ain't as clever as they think.
Police storming into a church and hauling away swaths of migrant families, in front of the whole public - to make matters even worse, is probably the absolute last thing any government would want to happen.

Which is precisely what Frollo's motivations were. His character motivations are the most bland and predictable ever. "Pretty woman won't have sex with me....must burn pretty woman" summarises Frollo's entire charatcer arc.

Seriously? Dude if the Netherlands breaks down into Rwanda-style genocide a technical on-paper law that protects the inviolability of churches will do jack-shit against SS or Interahamwe-like goons trying to purge an entire ethnic or tribal group.
Dude, if you weren't received into the world by Christian parents subsisting in a profoundly Christian milieu (and as you said you're Singaporean scratch that) you will not understand the vestiges of Christian veneration in a majority-nominally-Christian country with no formal separation of church and state.
Though I'll probably need Blaat around to tell me I'm talking shit and no we Hollandrians aren't like that ahhhhh, in all the languages he knows --

Religious paranoia, sexual lust and real-life genocidal racism were actually pretty heavy stuff for a Nineties Disney villain. Back then, most cartoon bad guys just wanted to steal the Scepter of Eternity to subjugate the Land of Rainbows or something like that.

Aid and abet law-breaking behaviour? What happened to Romans 13:1 (let everyone be subject to the governing authorities) and Matthew 22:21 (render unto Caesar that which is Caesar's)?
Helping criminals circumvent or break the law is thoroughly un-Christian, this church should be ashamed of itself.
It's like the Good Samaritan in Luke 10:25-37. These people need help and the church is giving it to them.

The Good Samaritan wasn't breaking the law or helping a law-breaker, he was just patching a guy's wounds (a guy who got injured by people who were breaking the law). It in no way undermines the verses I cited in my post showing God's overture to the Church to obey the law in all its doings and submit to governing authorities.

Christians obey the laws of the just authorities, but not when they violate our faith. The earliest Christians exemplified this. They obeyed Roman law up until they were told to deny their faith and be legally required to burn sacrafices to pagan gods. Many refused, and some were martyred because of it. We obey the law, but not when it is contrary to the higher law given by God.

He was helping someone who needed it even though it would make him seem wrong. That's what this church is doing too. God would consider it more important that his church loves their neighbors than anything else people think is important. Christians don't follow unjust laws.
