He’s a mostly European legend and since the industrial revolution he’s been white. That’s the modern canon Santa.

So this is another case where everything has to be exactly as you remember it so you don't have an existential crisis?
I am okay with people from different cultures celebrating Christmas. The joy of Christmas is for everyone. Anyone may dress as a Santa if they wish for fun (just as anyone regardless of race has at least a right to cosplay any fictional character).
But the fictional character himself, in this case Santa, ought to remain canonically white.
