It also shows that restricting labor mobility might force the state's hands into greater deregulation of internal labor laws. Unfortunately, the same mechanism that leads to immigration restriction in the first place - democracy - prevented it.

Labour laws are not being deregulated, they are being made more flexible for the benefit of workers.

If they want to, they can work an extra three hours a week. Previously, they could not.

Well, sorry to disappoint ya buddy, but overtime work is an inevitability of life.

Sometimes that colleague of yours might arrive late and you have to cover for him, sometimes an event happens that causes you to stay longer.

There's a difference between a coupla hours of overtime and then 60-80 hours a week because your employer forces you to stay longer or add working days for no real reason.

Eh... Europeans are crazy. Americans regularly work 40 hours a week (60 if no college degree) and no real benefits. Europeans get like 3+ weeks paid vacation, healthcare, time off for pregnancy, and sometimes free college all with lower taxes yet complain when they are told to work at least 400 hours a year or a single 8 hour shift a week....
Whoever said "you can lead a horse to water but you can't make them drink" has clearly never drown a horse.

Permits, licenses, diplomas and other legal paperwork can often be considered invalid (thus necessitating a renewal within the country of arrival), for starters.

Sounds like a smart deal, 400 hours would typically be 10 days worth of work in the US. 40 hours being the average for working us employees. So this would be 10 days annually in US terms. Nothing to radical, save for those opposing this bill.
