I emailed my thoughts to Flickr...

How many photos do you think are going to be deleted from Flickr as a result of the changes? I'm pretty sure that countless photos will be deleted and this will severely diminish Flickr's value.
One of the perks that you are giving to pros is increased exposure. What you should do is allow everybody to buy increased exposure for specific photos. Just create a prominent page on Flickr called "treasure map" where people can see photos sorted by crowdfunding. The crowd will use their dollars to elevate the treasure. Cream will quickly rise to the top.
On Facebook it is relatively easy to "boost" a post. You simply pay for a post to be seen by more people. This is obviously a good idea... but for some reason you can't boost other people's posts.
Here's a photo that I really like...
https://www.flickr.com/photos/72640415@N06/7780297924/
Since I really like this photo, I really want more people to see it. Right now it's pretty easy to share it on Facebook... and then I can boost the post for even more people to see it. But if I do so then Facebook gets the money. I would prefer if Flickr gets the money instead.
Facebook allows for individual funding to provide more exposure for posts. You can improve on this idea by allowing for crowd funding to provide more exposure for photos.
Does this make sense? If you implement this suggestion then you will generate more than enough revenue and there will be no need to limit free accounts to only 1000 photos.

Not to dissimilar to photobucket, which I used solely for NS but it's such an incredible jumble of pop-up advertising now that I my eyes can't handle it anymore, so I don't post amusing images anymore on NS.
Mostly I use Instagram these days - I'd be happy to pay a subscription fee to a photo hosting site but to be honest I don't take photos with a camera anymore.

There's Imgur.

Multiply that but a thousand, and you get a little shy of 3/4 of a gigabyte (1024 multiplier and all).
That's a lot less data than 1tb.

Flickr's killer share feature is being able to resize photos, which Imgur lacks (you can only edit the photo one-time and it's sort of permanent).

You can do the same in good ol' offline MS Paint.

When Yahoo offered the 1tb storage for free I figured it was just the logical consequence of storage space getting cheaper and cheaper. I guessed they would next offer 2tb for free... but nope. I used to take lots of photos with my camera, but now I just use my cell. Google Photos automatically uploads my photos to the cloud whenever I charge my phone and am connected to the internet.
