I mean, a lot of things are influenced by societal pressure. That doesn't make the person who commits them any less responsible for the action, but easing the societal pressure that led to it is a noble goal useful to prevent future occurences.

For instance, we know that islamic terrorism has a great deal of influence from more radical islamic groups along with rampant poverty and demonization of the west as the enemy - infidels. Something something great Satan. The terrorists who bomb us are clearly responsible for doing so, but we can identify a specific form of societal pressure that made them that way, people who indoctrinated them to hate, etc.

So, if we catch a terrorist in the act and s/he doesn't manage to kill anyone else (or himself or herself), yeah - we should throw them in jail. They're guilty.

But if we want to stop the next one, we need to understand the motivations behind them, and start to undercut those motivations. That may be easier said than done mind you, but it's a noble goal.

Unless, of course, you LIKE people being murdered. Then it's not a good goal for you. But, if that's what you want, I don't really care for your goals.
