I can't find a definite source.
I remember doing a mock Congress thing in AP Gov't and Politics in high school and we had to caucus as either the Democrats and Republicans and our teacher said that independents must do that.

I did find this:
"The largest caucuses are the party caucuses and conferences in the United States Congress, which are the partisan caucuses comprising all members of one house from one party (either the Democrats or the Republicans) in addition to any independent members who may caucus with either party."

It's probably more of an implicit rule rather than an explicit rule.

For legislation they'd probably have to do it vote-by-vote, with the indie darling becoming the most popular person in Congress.

Setting up committees would, as far as I know, continue as normal. With no fun jobs likely going to our indie darling for the sake of keeping power. Alternatively, they get to sit in the most prestigious committee, whatever that is.

It would probably lead to something the American political system was designed to avoid: A Coalition Leadership.

It wouldn't be like what we see in Europe, but like what New York's Senate has right now.

Doing some tests for tomorrow and the numbers they used accidentally were left on. Embarassing, but hardly a FAKENEWS indictment of MSNBC,

If Donald Trump accuses an individual of malfeasance without evidence, it is almost a certainty either he or someone associated with him has in fact committed that very same malfeasance to a greater degree.

Hoping for Nelson to pull out as well, I hated Gillum at first for vanquishing Gwen Graham in the primary, but over the past few weeks, I have fallen in love with him as a candidate, he is so incredible.

The Repubs keeping the Senate in the short term is a small price to pay if the Democrats end up with a majority of state government wins, like Florida.

McSally still has the average lead in polls in Arizona, whilst I'm not super confident in it I kinda think the GOP is gonna hold Arizona.
