Authoritarianism is a form of government characterised by strong central power and limited political freedoms. Totalitarianism is just that dialled to 11. Authoritarianism and Totalitarianism are fruits of the same tree. Fascists are authoritarian, to an enormous degree.
Fascists harken back to a glorious past, despise feminism and want to see women being housewives. They literally want to return to a period when the country was great. If that is not conservative, I don't know what is. Yeah, sure, they want to build the country from the ground up, but only to achieve those socially conservative goals.
Trump is still confined by the bounds of the constitution. His government cannot be radical right-wing due to the checks and balances of the office.

1. Authoritarianism is submission to authority; Totalitarianism is when the state controls everything. These are not the same things.
2. Fascists romanticize the past as being glorious, they do not seek to recreate it. Fascism is also not inherently misogynist.

I think he means de Gaulle and Roosevelt which were rather authoritarian in their measures (Roosevelt himself skipping over the senate and congress on multiple occasions and De Gaulle being an "apprentice dictator").
