I don't know about random targets of high political standing. The main common factor seems to be people who have been perceived as something of an enemy of Trump or opposed to him somehow. Ex director of the CIA who had a very public spat, an actor who criticised Trump quite openly and of course the Clintons and Obama goes without saying. It looks like the devices are pretty shoddy from what has been seen so far, though obviously that doesn't make them any less potentially dangerous really.
