Ackshyually it's a permanent autonomous zone, where there's administration and it's run by an elected council and there's a volunteer force that keeps order and defends our not-borders, but it's like really super-duper decentralized so it's not a government, more like a free collective body that happens to do things that are traditionally construed as governing under statist models.
