Why would they need to explain Bond not being white? There are non-white people in Britain. Non-white people are allowed to work for the government.

Well Elba is a good actor so I think he will do well. It may a bit jarring for a race change but considering all the different Bonds it really is not a big deal. As for Bond being a republican just what he is fictional spy living in the UK I don't think he would be all that interested in US politics.
