So do a large portion of the citizenry though. You know, because of the whole 2nd ammendment thing. Which means that US cops always have to assume that everyone is armed.

It would be better of course if their response to 'they might be armed' wasn't 'must kill them just in case' but hey, that's America.

No, not all officers are armed. They do have non-lethal weapons like batons and tasers, and most I've seen travel in pairs so one can assist the other.

No, I live here, and it was in the Manchester City Centre, near the Central Library/The park that for the life of me I can't remember the name. I always see at least one somewhere near there when I go into town. It was a little bit after the Arena bombing, so that probably explains it.

The number of armed police in London has been high for a long time, I don't know whether there has been a recent surge in numbers though.

It's a valid question. What happens to officers who fail the firearms tests is a very pertinent question regarding routinely arming police officers. If the result is that they get kicked out of the police force, then that would be a bad result, a very bad result indeed...

I keep trying to explain that to people, on both sides of the political spectrum. The police are effectively trapped in an arms race with the citizenry because of the 2nd Amendment. They don't feel they can effectively police a populace that is better armed than they are, especially in certain areas of the nation, and have resorted to militarizing because they have to police a militarized populace. When a civilian in the US can purchase a 50 caliber anti-material rifle, it's pretty much inevitable that the police are going to be interested in acquiring surplused armored vehicles from the military.
