When my brother was doing his maternity rotation he would get extremely annoyed with the parents who would reject the vitamin K injection for their newborn because he knew that some of them would be back with a bleeding baby and some of those babies would die. Not even a vaccine, just a vitamin injection. But it was still parental choice.
But that is their baby who'd suffer. Cruel, harsh, but a private issue.
A non-vaccinated baby otoh will probably be fine - but can cause suffering and death in others. Hence it being a public issue.
National Health Service. Resources that are used to treat the baby are not available to others. Public issue.
