Technically speaking, there's two schools of thought. One which says that freedom of religion requires freedom from religion, and one that says that government simply can't promote any one religion over the others.

Satan doesn't balance God (SWT) out in Christianity iirc/afaik. God (SWT) is above Satan.

That’s kind of the point. If these local governments want to allow religious iconography on government grounds, then it must allow all religious iconography, including Satanistic.
Typically though, rather than have a Satanic icon on government property they prefer to have none. Which really goes to show that they aren’t really interested in religious equality.
