The qualifier to being a communist, which is actually being a communist, involves wanting worker control of the means of production and a planned economy for a transition to a society where people contribute what labor they can, and take what they need. No currency or class conflict apparatus needed.

Him having soviet in his name does not imply he wants any of this, or has any idea what any Communist theory is or means. In fact, I'd say that you saying anyone that has soviet in their username is a communist is an arbitrary qualifier because soviet just means something along the lines of council in Russian, and one of the current Russian Federal legislatures uses the term.

Personally I would settle refugees in NH just like Sweden and Germany recently did. That will diversify NH over time due to better fertility rate of refugees. Than affiramative action for jobs in government. That is from top of my head.
