They might as well breed while they can, instead of waiting until they're too old to have children. If they can't afford their children, they can always be abandoned to community care or adoption if not foster care.

Shitty/nonexistent sex ed, nothing much to do for fun but fuck, and the fact that you have to have six to ten kids in order to have a realistic expectation of one or two living to go through puberty. Same reason (with the exception of not having much to do for fun besides sex) fertility rates in the US were higher in the late 1800's/early 1900's than in modern times. When you don't need to have ten kids in order to live the dream of raising a kid to adulthood and not having to bury that kid, it makes the pain, headache, and risks of multiple pregnancies and raising large families much, MUCH less desirable.
