Which would... solve neither the "militaristic" nor the "nationalistic" cultural traits you propose to be a problem. The Union was formed willingly after all, so all it would do would be pissing off five or six Angry German states. And The more German states you have in Europe, the bigger the mess. Honestly, the French shouldn't have been allowed to take part in the negotiations.

Division and partition would've kept them from being able to wage a military campaign that saw conquest from France to the steppes of Eurasia.

The only way a division and partition would keep them from doing that would be at least long term military occupation. which is historically proven to be an idea of "too dumb to live" variety, not to mention the whole "Revanchism" thing that the Germans and French share as a trait. Besides. The best solution would have been a white peace, at least in my opinion. Anything else would piss off one side bad enough to, as the French said, make the "peace treaty" into a temporary armistice.

As for the country being devastated- if you don't want the country devastated, don't fight the war in the first place, and if you don't want it to be even worse the second time, then don't try and start shit again after round one.

As for people starving to pay off the country's debts- Weimar Germany had its hyperinflation problems near the beginning, but they did eventually get over those, you know. Frankly, a lot of that was just because things were a mess immediately post-war (which is, you know, directly attributable to Germany having willingly fought a long and bloody war).
