Imperial Japan wasn't anti-Chinese in World War II, their goal was a Pan-Asian Empire where Japan ruled "benevolently," with China and India being faithful vassal states. Though it wouldn't have mattered if they had, because Confucianism doesn't care so much about the common people as the patriarch or sage. The Imperial Rescript, Shinmin no Michi, and An Investigation of Global Policy with the Yamato Race as Nucleus were three examples of Confucian-inspired works.

There has been claims by Amnesty international that the YPG has been targeting Arab communities but it is unsubstantiated however the UN did found out that they are forcing the movement of people around which is quite concerning and even YPG actually admitted to it because they believe those civilians are associated with ISIS.

If we go by United Nations definition then no it's not genocidal to do a forced population migration however it is illegal and considered ethnic cleansing.

Elsewhere, for example in Abdi Koy village, a small number of Kurdish residents have also been forcibly displaced by the YPG. Amnesty International researchers also observed that Arab and Turkmen residents continued to reside unmolested in other areas under the control of the Autonomous Administration, including, for example, in the city of Ras al-Ayn, which is predominantly Arab."
