Well, if all you care about is maximizing efficiency and material wealth, then I suppose you would not consider culture necessary for good government. But I would prefer being governed by people with ideals, vision, morals, and humanity. That is why I think studying the liberal arts in important. Some people will call it "elitist", but I say it is certainly better than mob rule.
