What is so bad about the imperial examination? Certainly better than the government only hiring officials from noble families or only hiring STEM majors.

The GOP were the ones with the gud bois who wanted to incorporate Cuba and the Philippines properly. And Grant, another Republican, wanted to peacefully annex the Dominican Republic and give it statehood. The GOP used to be the progressive party, supporting the interests of urban industrialists over agrarian rural communities and aristocrats.

IIRC part of the reason it wasn't annexed was because people were too worried that the US was becoming an imperialist power and instead wanted to grant the Cubans independence.
The Spanish-American was in the minds of Americans back then a moral crusade to avenge the USS Maine and liberate Cuba from Spanish "tyranny". Ironically no one really gave a shit about the Philippines or Guam.
Which is kind of ironic since the US would still end up interfering in Cuban affairs and supporting dictators and shit like that.
Hindsight is 20/20. Just annexing the country would have saved us a lot of headaches.
