We have licenses for cars because cars are inherently deadly. So are planes, and distributing moonshine. The internet is not. If I misuse it, the worst that can happen is I get banned from a site.

I dunno, one could make a pretty compelling argument that the Internet is an inherently dangerous thing because of how much easier it makes it to transfer dangerous and sometimes deadly ideas and information.
