Not necessarily. She can be willing and unknowing. You’re being too technical with the language and forgetting how people actually talk.

I'm Catholic and we've definitely sung it once or twice at my church, around Christmas. It's been a couple years, but for sure.

I’ve been to a number of different Lutheran churches myself, and can’t say that I’ve heard it once. I don’t really have an explanation for why not, seeing as it seems relatively well-known despite my never having heard of it before.
