This is clear on the lobbying side, where tech companies are going nuts against the law (1), but publishers are all in favor (2) - for obvious reasons. Social media has been taking all the advertising money for themselves, and draining publishers of revenue, while at the same time paying nothing for news they quote. The (intent) of the law is to make the social platforms pay to publishers when using their links and such.
Memes are not the target, and are likely to be ignored by any content provider under fair use provisions.
