France is not willing to pay the blood price for right of self arming. So it didn’t ban guns, but did put in excessive restrictions.
We’re willing to pay the blood price for freedom more than you. That’s it.
But, somewhat annoyingly, apparently not willing to pay the cash price to fund a proper mental healthcare system that might actually reduce said blood price.

The civilian government is currently a puppet of the military. Hell the military has permanent seats in their legislative branch.
