Well, maybe not that big of a shock, since the previous victor being eliminated in the group stage has now happened in four of the last five world cups, this one included.
It is, however, a massive embarrassment, much like the other three times it has happened.
... and part of me is actually glad, since this Germany meeting Brazil in the next round would stand a high risk of repeating the 7:1 in reverse.

It's an absolutely massive shock quite bigger than the other times the winners failed to get out the groups. Those three other sides were a lot weaker than they were 4 years previously (France 2002, Italy 2010, Spain 2014), having peaked with their World Cup win and their golden generations culminating in a victory. Spain had a very hard group, Diego Costa as the focal point ruining their attacks and players on the decline. France's squad was wracked with infighting with a different manager and an unfit Zidane while Italy's stars from 2006 had retired or were past their best. For Germany they seemed like a very young side that would just be going onwards and upwards. They'd used a C team to win the Confederations Cup and their u21s had just won their youth tournament - both last year. They had so much quality all over the park with the exception of striker and loads of talented youth coming through. Germany was the only one of those which actually seemed like they would just be getting even better, not worse. This is massive.

Note the Bundesliga's weakness in recent years (whereas in 2014, the last CL win/multiple finals were quite recent). No adequate replacement for Klose, due to striker issues that have been recognised for years. No adequate replacement for Schweinsteiger or Lahm.
Then throw in Kroos and Müller not performing for a change, and well, there we are.

The same usual boring style of play - Pass pass pass to the wings, and act like a little tap dancer there before launching a slow ball into the box and getting it headed out. Kimmich really disappointed in the tourney, and when a creative player is a full back there really is serious problems with the first 11.

I assume you mean focal point, rather than target man? Cause target man is not an adequate description of Timo Werner.
