I think so, yes. At least those are my personal reflections. Of course, the system may turn out to be completely different.
Huh. Sounds alright to me. It could be necessary to have a strong government, to act as a guide or mentor, helping to direct the community. On the other hand, if it were too strong, it would become corrupt and tyrannical. Too weak, and it cannot guide others down the ideal path of emancipation. The collectives would direct themselves through elected officials, and the ladder would climb to the national level, and each level would direct its duties.
