That makes sense In my opinion. What if we had everything organized into democratic collectives and unions, which were largely self governing, but answered to a sort of regulatory bureau or higher government? A federal system mixed with communist economics?

You can't. Especially if you want to not only keep but also improve technology. The "90% of humanity" that existed before we decided to create States lived in abjectly shitty conditions, with horrendously bad life expectancy. All of that improved only thanks to the creation of States and the social organisation that resulted.
If you remove States, you remove Civilisation itself and you throw humanity back in the dark ages with all the shittiness that implies.

I think so, yes. At least those are my personal reflections. Of course, the system may turn out to be completely different.
