Ramadan is 1 of 4 holy months. In that holy month we fast because that's what Allah SWT told us to do (https://legacy.quran.com/2/183-186). Also, if we do fast, our previous sins are forgiven (http://sunnah.com/bukhari/30/11).

I know of at least five Shia scholars that opined thus regarding heterosexual rape, and at least 10 that opined thus regarding homosexual rape. And a penal code that was derived from one of those 5 and 10 opinions.
