Erm, it'd actually be more Californian power in Congress.

Because the state government is legitimately terrible and does everything it can to undermine the rule of law. It should be contained.

How so? As i pointed out int the OP the logistics of this make no sense. For example Why should someone in San Diego have to pay exorbitant tuition to attend UC Berkeley?

Because then it'd be in another state. At that point, it'd be like me asking why I'd have to pay exorbitant tuition to go there when I live on the other side of the country. Not that I'd ever want to go there.

You would have one red block, one purple, and one solid blue. To in effect it would be pretty balanced. Nor Cal would be the purple or light blue.

I'm betting it's about increased division between rural and urban America as of the 2016 election. Not unlike how people have been talking about splitting up Texas.

Whether this division is justified depends on to what extent you blame rural America, urban America, or their refusal to work together. Perhaps splitting them up might serve as a social experiment as to whose ideas work better, and then they can work together on the ideas of the winner, but social experiments are known for sources of error...

Many of the rural parts of the state would unable to sustain themselves without the populous coastal counties.

Same can be said about the coast and food. California works the way it is, the only problem is that the brainiacs in the Sac have too much power - so we can just devolve it. Or we can have some crazy proposal that someone could only come up with, if he or she is supported by the 420 industry, both figuratively and literally.

California is OK when it comes to nature.

I don't see the point of people complaining about a lack of representation in California when federal elections have the same problems. Some in California get out voted by the coastal areas that have more people while California gets out voted by interior states with less people. You'd think the second would be seen as less democratic than the first but I guess not.
