Its more than a PR blow. Sure they're going to keep helping Assad, but they've seen an escalation get rebuked. They're going to be a lot more cautious now in the future.

No, it'd result in Israel going "sorry Russia" and then blowing them up. Or Jerusalem issuing an ultimatum that it'd strike if Russia did so. But Russia knows this, so it wouldn't even consider this as an option.

Its not a PR victory. It gets in Putin's head that he can't just keep pushing the envelope - the envelope will push back at him. It also makes him look weaker, and Putin in a lot of ways follows the strongman's model of politics. Looking weak in any way is not good for his political brand.
