Wiktionary definition of war: Organized, large-scale, armed conflict between countries or between national, ethnic, or other sizeable groups, usually involving the engagement of military forces.

This falls under that definition

In my opinion, I think this is apart of the capitalist plan to have indirect puppet states. The United states of America is a flawed Republic, Post cold war period we are in shows this. The liberal government of the nation manipulates Syria's condition. Donald Trump tricked the people into thinking that he will stop involvement in this territory, but just like any Neoconservative he did not. The Democrats are interested in doing the exact same thing.
