It's a potato gun. I had one just like it when I was a kid. You stick the barrel into the potato, bend it so a chunk is wedged inside the barrel, remove it, and then pull the trigger.

Anyone can access information, the problem comes when you ask them to make a trustworthy and fair assessment of that information.
