Breivik used a .223 Mini-14, which is considerably more powerful than .22 LR or .22 WMR

Mass shootings with shotguns are not nearly as deadly as mass shootings with Semi-Automatic rifles or machine guns. If you look at all the deadliest mass shootings in history with more than ~20 fatalities there are a lot of semi-auto rifles and machine guns, but only one where a shotgun was used, and in that case it was only used in a part of the massacre.

So the deadliest massacre where a shotgun was exclusively used has 14 fatalities. The deadliest pistol massascre has 32 fatalities and the deadliest semi-auto rifle massacre has 58 fatalities.

Restricting handguns is first and foremost a matter of political will.

For the longest time, the deadliest mass shooting in America was committed with a couple of bolt action rifles and a shotgun (19 dead, 31 injured). Trumping the record from 1949.

Perhaps the rise in mass deaths from shootings stems from enforcement of laws from 1966 being hampered?
Officer Houston McCoy, 26, heard of the shooting on his radio. As he looked for a way into the tower, a student offered to help, saying he had a rifle at home. McCoy drove the student to his home to retrieve the rifle.

Allen Crum, a 40-year-old retired Air Force tail gunner, was a manager at the University Book Store Co-Op. Across the street he saw a 17-year-old newspaper boy being dragged and went to break up what he thought was a fight. Learning the boy had been shot, and hearing more shots, Crum rerouted street traffic out of harm's way.[25] Unable to make his way back to the store safely, he then made his way to the tower, where he offered to help the police. Inside the tower, he accompanied Department of Public Safety Agent Dub Cowan and Austin Police Officer Jerry Day up the elevator; Cowan provided Crum with a rifle.

Around noon, Officer Ramiro "Ray" Martinez was off duty at home when he heard about the attack on the news. Having called the police station, he was instructed to go to the campus and direct traffic. Once there he found other officers already doing that, so he went to the tower. He assumed he would find a team of officers there, but when he reached the 27th floor he found only Cowan, Crum, and Day

Officers and several civilians provided suppressive fire from the ground with small weapons and hunting rifles, forcing Whitman to stay low and fire through storm drains at the foot of the observation deck's wall.


Ultimately, Allen Crum, Frank Holder, William Wilcox, and Jim Boutwell materially assisted 9 police officers and a state trooper during the shooting.

No, this is true. I've never understood the fascination people have for WWII german designs. Wermacht uniforms are meh. I find all SS stuff incredibly awful and frankly cringey, like they've just discovered that having totally not understood and random nordic symbols and skulls is badass while it just makes you look like fools. German WWII tanks are moving boxes, they're massive and gemoetric without any aesthetic quality, the Tiger I being the worst offender here - hell even the Panther is ugly. Divide weapons into 2 groups: Unrestricted and Restricted

Bump-stocks, trigger cranks and hellfire triggers.
Explosives and CRBN substances.

A specific and demonstrable need can include:

Membership at a shooting range where internationally competitive shooting sports take place that require restricted firearms, e.g. 25m rapid fire pistol or IPSC.
Explosives for mining and construction.
Curios and relics for museums, including disguised weapons and machineguns.
Individuals at an elevated risk of being attacked such as jewellers, bodyguards, police officers, militiamen, soldiers, cash transit workers, people who have filed restraining orders etc.
Medical and pharmaceutical laboratories.
Nuclear industry.

This way the number of restricted firearms and those who use them in society is minimised, meaning fewer guns that can be stolen and fewer individuals that can abuse them. But they are not eliminated meaning that the few practical uses they have can benefit society.

The 2A is by far the least popular amendment of the US constitution today. Only the 18th Amendment was less popular, resulting in its abolition.

Well in any case, civil war or not I don't see how Vegas can survive the century anyway.
But i'm really under the impression that allowing state militia would essentially provide the richest states with private armies and not much else, which could be devastative in places where there are already tensions between states or between states and the federal goverment.

No, if the state was seriously threatened you'd see corporation-sponsored militias armed to the teeth with modern weaponry or an outright state army. They have the money for it anyway.
