I've thought about a few existing cities but their problems were that they are not "Fit" enough for the implications of this event.
Most cities around Central Europe hold more historic value than actual value due to the preservation acts which are in place.
We need to place down "a ruling coalition" which holds more power than any other one has had so far...
We need to establish a city specifically to accommodate our needs which will be rapid-transit roads for commerce, prioritized safety for the CEO building, adapted RCI zoning to apply the new society functions.
And a city like Prague for instance is the whole opposite...
Prague is overly clogged and has improvised infrastructures which are the result of years upon years of adding roads next to roads. On several occasions the presidential palace was breached by people who actually accidentally walked upon it and once even intentionally when they pulled down the national banner and put up GIANT RED TROUSERS there.
And as a result of the city being so old, RCI is poorly zoned out and that leads to people being stuck in traffic jams just to get to work in the same square.
