It's way too overrated. The only good part of Rome is The Vatican and tourist traps called "The Historical Rome". Everything else is bullocks. In fact, if it wasn't for the Pope and the Romans, I'm pretty sure the city wouldn't have a tourism industry to this day.

Terraform a landmass in the middle of the pacific ocean and make the capital there so no-one fights over it. Or, if we make a dictatorial world state, have the dictator pick and quietly eliminate anyone who suggests that it's not the ideal location for the capital.
