If it were an existing city, it would probably be New York since it already is the HQ for the UN.

But realistically, housing everything for a planetary government in a single city probably isn't a great idea (Since you'd have all of your eggs in one basket, and people might not take kindly to the authority of a government continents away).

If we do get a world government, it would probably be more decentralized than most existing nations and have multiple centers of power.

New York City effectively is what one can say, a world capital. It is home to the United Nations, effectively the largest and most recognized and prestigious international body in the world.

If it isn't going to be New York City, I recommend either Switzerland or Norway. Switzerland is already home to a lot of the world's multinational organizations with a substantial UN and EU presence. Geneva for world capital! Norway is fairly neutral and doesn't meddle in international affairs that much besides offering to mediate. Oslo for world capital!

Strasburg, France could do well as well.

World Capital would have to be a place which is considered neutral, great world location and not threatened by rising sea level.
