Reports were he extended it as an olive branch in exchange for concessions from them on tariffs on Agricultural and the Chinese were willing to play ball because ZTE is important to them; both sides wanted to keep this respective chip safe and fight on other battlegrounds. Not that odd, just the average push and pull.

The ruling does not affect workers represented by unions.
